Spencer Chong is the Leader, Transfer Pricing Services, Greater China, and is a Partner of PwC China. Prior to joining the firm, Spencer worked in the Hong Kong Inland Revenue Department. He has 15 years of experience in tax and transfer pricing consulting.
Spencer has been involved in numerous transfer pricing projects, including risk management and documentation reviews, audit defence and planning studies. Spencer is experienced in assisted investors in formulating defence and negotiation strategies and fronting such negotiation in tax audit cases. He provides value-added advice from the transfer pricing perspective in regional tax optimisation study aiming at achieving the business and profit alignment goals. Spencer has the track-record of successfully concluding the first few formal APAs and managing tax bureau's agreement to cost sharing arrangement in China even prior to the issuance of formal regulations. He has also advised Chinese companies on restructuring and transfer pricing matters.
Spencer is a regular speaker on China transfer pricing topics for professional conferences and contributes frequently to professional publications on the subject. Spencer holds an Economics degree from University of Hong Kong and a Master degree in Professional Accounting from Hong Kong Polytechnic University. He is a fellow member of the Association of Chartered Certified Accountants and an associated member of the Hong Kong Institute of Certified Public Accountants.
