Building trust in the NGO sector

Delivering on our goal of building a strong NGO sector, PwC China is playing an important role in forging collaborations that build trust and enable NGOs to achieve greater impact. Transparency and good governance are crucial for the development of trusted NGOs and social enterprises. We support local NGOs by providing our time, skills, expertise and resources through a range of capacity building opportunities.

Since launching in 2016, our free self-evaluation transparency check tool has benefitted over 1,200 NGOs in China. The development of the tool was a collaboration between PwC, China Philanthropy Research Institute and China Global Philanthropy Institute. The tool works first by asking NGOs around 50 questions to help them better understand the level of transparency of their reports and external communications, and then providing possible improvement opportunities and best practice. In April 2018, PwC China, together with eight other influential NGOs and well-known corporates, launched the Evaluation Support Platform for Philanthropy. This aims to develop the charities and NGOs sector by enacting and promoting evaluation standards, and cultivating professional evaluators.

As one of the founding members of the platform, PwC China helps to build a stronger NGO sector, which aligns with our purpose of building trust in society and solving important problems. Through years of experience working in this sector, we understand the importance of risk control to the branding, building public trust, and the fundraising abilities of NGOs.

Under the framework of this platform, PwC China’s Corporate Responsibility and Risk Assurance teams worked together for a year on developing the NGO Risk and Control Management Framework. The index was officially launched on 9 November 2019 at the Beijing Charity Fair jointly organised by the Beijing Municipal Civil Affairs Bureau, the Social Work Committee of the Beijing Municipal Committee of the Communist Party of China, and the Foreign Affairs Office of the Beijing Municipal Government. We are all living in an increasingly digital and data driven society. NGOs also transform their operations correspondingly in order to serve their users in a more relevant manner. As a result, they are collecting, storing and managing enormous amount of personal data.

With a view to upskilling the operational capability of NGOs, PwC Hong Kong developed a Personal Data Privacy Toolkit for NGOs (English version) / 非政府機構個人資料私隱指南 (繁體中文版) with support from The Hong Kong Council of Social Service (HKCSS). It provides NGOs with an understanding of the significance and implications of personal data protection and compliance, as well as suggestions on how to develop compliance protocols and measures.

Launching in May 2020, the tool aims to guide Hong Kong based NGOs to ensure data and information of their stakeholders, including users, funders, volunteers, service specialists, employees, etc., are well protected. This is vital not only for compliance but more importantly, respecting the trust and confidence that their users and collaborators place in them.

We also allocate resources to share our expertise with NGOs. Our strategic approach to pro bono, subsidised and discounted services focus on projects where we can put our unique skills and solutions to use helping NGOs and the communities they serve to reach their full potential.
