Alan is PwC China’s Tax and Business Advisory Partner, Indirect Tax Lead North China and National Sustainability and Climate Change Tax Leader.  He has 30+ years of public accounting, tax and business advisory experience, of which 25+ years are in China tax and business advisory roles in Beijing, Hong Kong, Shanghai and Tianjin.

Alan is an advisor to the Chinese National People Congress and Ministry of Finance on China’s indirect tax reform which he has been involved in since 2008 and helps to shape indirect tax policies related to special issues and industries.  He worked with the National People Congress, Ministry of Finance and industry representatives on VAT for the financial services industry.  He also worked with the Ministry of Finance on VAT for the real estate industry.  He has provided talks and trainings on indirect tax reform to various government bodies (including People’s Bank of China, State Administration of Taxation and local tax authorities), chambers of commerce and industry associations.

Alan was invited by the OECD to attend the Second, Third and Fourth Meeting of the OECD Global Forum on VAT as a member of the Business and Industry Advisory Committee. He has also been invited to share his observations on China’s indirect tax reform with the International Monetary Fund.

Alan was a member of PwC’s Global Indirect Tax Strategy Council, established the PwC China Indirect Tax Practice and led the practice from 2006 to 2018. He is experienced in advising on services transactions and goods flows within China and cross-border and related indirect tax planning. He also advises multinational companies on entering/leaving the China market and the setting up/closing of operations in China. Alan also provides tax, business advisory and due diligence services to multinational companies doing business in China. He is experienced in negotiating with PRC tax authorities on tax positions and tax concessions for clients, and has also assisted clients with their tax audits by the PRC tax authorities. 

Alan also led PwC China’s Energy and Mining Industry Tax Practice from 2002 to 2007, established and led the Tax and Business Advisory Practice of PwC’s Tianjin office from 2002 to 2008.  He is a frequent speaker at tax conferences and a regular contributor to journals on China’s indirect tax matters. He has also been a guest lecturer at the Peking University Master of Accounting program. Several of his articles on tax policies and the impact of significant tax reforms and experience have been published in “International Taxation in China” a journal under the supervision of the State Administration of Taxation, and other public media.

Alan is a graduate of the University of Southern California, holding degrees in Bachelor of Science (Electrical Engineering), Masters of Accounting and Masters of Business Taxation.  He is a Certified Public Accountant in California in the United States. He is fluent in English, Mandarin, Shanghainese and Cantonese.
